Puerto Rico Electoral Act [Dec. 20 1977, No. 4 as amended; 2004 Edition]


Section 1.004.-Commonwealth Election Commission.-The Commonwealth Election Commission which shall be composed of a Chairman, who shall be its Executive Officer, and an Electoral Commissioner representing each of the principal political parties, parties by petition or coalesced parties, is hereby created.

The Legislature shall provide sufficient funds to the Commission each year for its operation. To this effect, the Governor shall submit the Commission's Operating Expense Budget for each fiscal year to the consideration of the Legislature, which shall never be less than the budget in effect for the previous fiscal year, except that the budget for nonelection years following the year in which a general election is held may be less than that of the election year [emphasis added].
